Introduction to Finnish Early Education
Preschool education is compulsory. Generally preschool education begins in the year a child becomes six years of age and takes place in a child care centre, commonly referred to as a kindergarten.

Municipalities are obligated to provide pre-primary education, and the municipality in which a child lives must provide them with a place in either a municipal kindergarten or a private child care program (including family home care).

Pre-primary Education
Prior to 2015 preschool education was voluntary, though about 98% of children in this age group had been participating. Preschool-age children can attend half-day programs, or full-day programs offered in child care centres. About 70% of children in pre-primary education attend full-day child care.

Half-day preschool education is free. Full-day child care isn't completely free, but is heavily subsidized: Parents pay according to a scale based on income, with low-income families not required to pay any fees.

The aim of pre-primary education is that the child develops 'learning to learn' skills, and acquires a positive self-image and basic skills, knowledge and capabilities from different areas of learning in accordance with their age and abilities.

Applying for Preschool Education
Application forms for preschool education are available in Finnish on the internet. You may find it easiest to contact your local daycare centre of choice and ask them about the procedure in your region. You can also check your local municipal web site for information.

Founded in 1989 the International Childcare and Education Centre (ICEC) has 7 schools, for children aged 1-7, in Helsinki, Espoo, and Degerby.
ICEC accentuates an active, bright, and cheerful learning environment, and recognises the importance of presenting children with exciting new concepts and ideas, and giving them freedom to experiment and explore. Hands-on activities encourage creativity and growth, and ICEC schools have pets, such as rabbits and birds. With adult supervision, children learn how to handle and respect the animals - caring for others than yourself is an important part of social development.
Age groups are Tiddlers, Toddlers, Preschool 1, Preschool 2, Schoolroom Reception, and Schoolroom.
